GIST: "PC John Gallagher told the inquest that he had been asked to do a welfare check on Mr Williams after he had not been seen for 10 to 12 days. Mr Gallagher said a letting agent let him into Mr Williams's flat and he found the bathroom door closed, with a bathrobe outside. When he entered the room, he noticed red fluid seeping from a bag in the bath and a smell. He said he could not open the bag and did not want to damage any evidence, so called for backup. A colleague cut the bag open and found Mr Williams's body, Mr Gallagher said."
